FERC Cites Circumstances, Grants Discovery's Request Challenging a Commission Decision on the Rates Governing Service on An Offshore Extension of Facilities

In a rehearing order last week, FERC granted a request of Discovery Gas Transmission LLC (CP12-516) and approved the offshore pipeline's initially proposed incremental recourse rates for service on certain facilities that the Commission certificated in May. On 5/24/13, the Commission authorized a project that included a new junction platform in South Timbalier Block 283 offshore Louisiana in the Gulf of Mexico, new pipeline facilities that will extend Discoverys existing system to the new platform, an emergency outage lateral pipeline, and other appurtenant facilities. Discovery was instructed in that order to recalculate incremental recourse rates based on the engineered design capacity of the 9.5-mile mainline extension pipeline (Mainline Extension), and to file actual tariff records with the revised rates and changes to its tariff.
