The Interstate Natural Gas Association of America (INGAA) on June 6 fired back at some criticism expressed by ProLiance Energy, LLC, and BP Canada Energy Marketing Corp. and BP Energy Co. together, of aspects of the FERC's order on petition (Natural Gas Supply Association et al., RP11-1538), issued April 21, and determination that a pipeline is not required to provide reservation charge credits when it does not provide service to secondary points during a non-force majeure outage. INGAA said ProLiance and BP each mischaracterize the Commission's secondary point policy and incorrectly believe that flows to secondary points essentially should be accorded primary firm priority. Moreover, BP falsely characterizes all pipeline outages as unnecessary interruptions of service due to "pipeline mismanagement." INGAA separately has some bones of its own to pick with regard to the Commission's order on petition.
