The National Association of Regulatory Utility Commissioners (NARUC) Winter Meetings, held in Washington, D.C., Feb. 13-17, served as a forum for release of a study of costs of maintaining moratoria on domestic energy production on federal lands and waters (even though as the report was prepared a national moratorium mandate was all but fully lifted). Never has there been "a comprehensive integrated analysis" of the socio-economic and environmental effects of not developing moratoria/restricted federal areas for oil and natural gas, according to the authors.
