Texas Eastern and Algonquin Pursue Early Stages of Planned Urban New Jersey-New York Expansion Project; Transco Begins Regulatory Process for Mid-Atlantic Connector Expansion

On 4/15/10 Texas Eastern Transmission, LP and Algonquin Gas Transmission, LLC (PF10-17) jointly lodged a request with FERC for authority to use the NEPA pre-filing process to begin considerations for the eventual certification of a New Jersey-New York Expansion Project (NJ-NY Project). The parties will need approval to build an extension pipeline, a grant of authority to abandon certain facilities under section 7(b) of the Natural Gas Act (NGA) and authorization for Algonquin to lease capacity to Texas Eastern. The target in-service date for the NJ-NY Project is 11/1/13. The NJ-NY Project will create a new transportation path for 800,000 dth/d of natural gas, running from receipt points on Algonquin at Ramapo, N.Y.; Mahwah, N.J.; and the inline Algonquin point near Ramapo, N.Y. (collectively, Algonquin receipt points); or from Lambertville, N.J. on Texas Eastern, through a pipeline extension from Texas Eastern's existing facilities in Staten Island, N.Y.; to Bayonne and Jersey City, N.J., eventually arriving at the proposed new delivery point in Manhattan, N.Y. Texas Eastern will lease 730,000 dth/d of firm capacity on Algonquin's natural gas pipeline system, and project shippers will contract directly with Texas Eastern for service.
