Trailblazer, Frustrated by Shippers’ Targeting Its Crediting Practices in Context of Housekeeping Filing, Urged FERC to “Discipline” the Process; the Commission Declined
Trailblazer Pipeline Co. LLC (RP13-376) recently took a turn blasting yet another protest filed last month by Indicated Shippers who claim that Trailblazer’s indemnification waiver and force majeure provisions do not comply with FERC policy. FERC agreed with the shippers and ordered changes in an order issued Wednesday. According to Trailblazer, Indicated Shippers protested its housekeeping filing on grounds that are wholly unrelated to the changes proposed. Indicated Shippers’ “tactic”, holding up an administrative filing in order to extract concessions on unrelated matters, should not be condoned by the Commission. Trailblazer urged the Commission “to discipline its process so that minor administrative changes, such as those proposed here, can proceed without interference.”
