Tech Conference Apparently Failed to Win Converts Among Existing Shippers to Trailblazer’s Proposed Firm Transportation Balancing Service

Trailblazer Pipeline Co. LLC (RP13-240) and parties (Tenaska, East Cheyenne Storage, Indicated Shippers) recently posted to the FERC their initial comments following a January 31 technical conference discussing Trailblazer’s proposed Firm Transportation Balancing (FTB) service. Trailblazer asserts that its FTB provides shippers with the option to contract for increased service flexibility without impacting the rates or primary rights of other firm shippers and is consistent with policies and precedent. Accordingly, it would have the Commission approve the tariff sections implementing Rate Schedule FTB, with limited adjustments included in pro forma tariff sections filed on February 15, as FERC “does routinely for new, optional services proposed between rate cases.
