TransCanada Keystone Pipeline and Cushing Marketlink Seek FERC Declarations Setting Stage For Services on Expanded Oil Pipeline Delivery System Between the Canadian Border and Gulf Coast

On 4/26/13 TransCanada Keystone Pipeline, LP (OR13-17) filed at FERC a Petition for Declaratory Order requesting confirmation that certain rate principles, previously approved for developing the cost of service underlying the uncommitted rates for transportation service on the TransCanada Keystone pipeline system from the international border with Canada will also apply to the derivation of rates applicable to the transportation service to the new destinations at Port Arthur and Houston, Texas (Gulf Coast). In addition, TransCanada Keystone asked the Commission to approve an uncommitted and committed rate structure, as well as the uncommitted rate calculation methodology for transportation service from the International Border to the Gulf Coast -- from Haskett, Manitoba to Wood River and Patoka, Illinois and Cushing, Oklahoma, and onward to Port Arthur and Houston. TransCanada Keystone expects that all of the currently effective tariff rules and regulations, including the currently effective prorationing policy, will apply to transportation service to the Gulf Coast. Any changes to them will be made prior to the in-service date.
