Tennessee Gas Pipeline (RP14-43) promised that revisions to its proposed Park and Loan (PAL) service would address diminished balancing flexibility brought on by the use of its new online customer-interactive computer system, DART (RP13-545). But the pipeline’s shippers, Anadarko Energy Services Co., BP Energy Co., Chevron U.S.A. Inc., ConocoPhillips Co., Hess Corp., and Shell Energy North America (U.S.), LP (Indicated Shippers) disagreed, claiming in a filing at FERC on Oct. 28 that the latest changes are “illusory” and dowe nothing to resolve the balancing issues. The proposed changes would diminish some of the paperwork associated with the PAL service, and potentially would offer discounts at some points of transactions (PTs).
