ENTERPRISE TEPPCO REQUESTS FERC APPROVAL OF MARKET-BASED RATES FOR INTERSTATE TRANSPORTATION OF REFINED PETROLEUM PRODUCTS TO LOUISIANA AND ARKANSAS

On March 1 Enterprise TE Products Pipeline Co. (OR11-6) applied to FERC for authorization to charge market-based rates for the interstate transportation of refined petroleum products to three delivery locations: Arcadia, Louisiana; Little Rock, Arkansas; and Jonesboro, Arkansas. The application includes a description of the relevant geographic market, identifies the relevant product market, describes Enterprise TEPPCO's facilities and services in the relevant markets, identifies and describes sources of competition faced by Enterprise TEPPCO in those markets, describes potential sources of competition in those markets, shows patterns of consumption and locations of competitors, and sets forth the market power statistics in the relevant markets, including calculations of the Herfindahl-Hirschman Index (HHI), market shares, and excess capacity.
