Two other major trade associations joined the National Association of Regulatory Utility Commissioners (NARUC) in pleading with the House and Senate leadership and energy committee members to forego conditioning energy efficiency grants in the economic stimulus package on adoption of specific regulatory or ratemaking policies. The issue for the Electricity Consumers Resource Council (ELCON) and the National Association of State Utility Consumer Advocates (NASUCA) is "decoupling" under which a utility is guaranteed a level of revenue "decoupled" from its volumetric sales. For various reasons, this has proved more feasible on the gas side and, in fact, gained popularity among some local distribution companies (LDCs).
