摘要

The final version of the pending economic stimulus bill, the "American Recovery and Reinvestment Act of 2009," should encourage rather than frustrate cost-effective opportunities to reduce total energy consumption and greenhouse gas (GHG) emissions. Congress and the new Administration will soon consider climate change legislation requiring specific energy sectors to make significant reductions in carbon dioxide (CO2) and other GHG emissions. The stimulus package can be "an important early step" in reducing the "carbon footprint" attributable to U.S. energy consumption.
