Colorado Interstate's High Plains Expansion Project Is Conditionally Approved; FERC Will Investigate the Pipeline's Long-Standing Collection of Unauthorized Overrun Penalty During Non-Critical Periods
By order issued 3/21/08, FERC conditionally granted Colorado Interstate Gas Co. (CIG) (CP07-207) a certificate to construct and operate approximately 164 miles of pipeline and appurtenant facilities in Adams, Morgan, and Weld Counties, Colo, dubbed the High Plains Expansion Project. The natural gas project will enable CIG to transport 899,000 dth/d. However, in the same comprehensive order the Commission initiated an investigation under Section 5 of the Natural Gas Act (NGA) (RP08-190) and instructed CIG to show cause why its existing tariff provisions related to the unauthorized overrun rate during non-critical periods are just and reasonable and comport with policy.
