Commission Allows CCPS to Implement New Procedure to Discourage Over-Nominations by Petroleum Shippers; Frontier Oil's Protest Rejected

On 12/31/08 FERC agreed to changes sought in a December 1 oil tariff filed by CCPS Transportation, LLC (IS09-74) proposing to add a Pipeline Batch Verification (PBV) Procedure designed to discourage the practice of shippers nominating excessive volumes on CCPS so that they can obtain larger allocations during times of prorationing. According to CCPS, such shippers often do not use their entire allocations. In order to apply the new provision to January 2009 nominations, CCPS also sought but did not get a waiver to permit the tariff to become effective on short notice on 12/22/08. The Commission denied the request for a waiver to allow the tariff to become effective on less than 30 days' notice.
