T.W. Phillips Petroleum Corp. Submits a Formal Application to Build Pennsylvania Pipeline from Corn Ethanol Plant to Columbia Gas Transmission

T.W. Phillips Pipeline Corp. (CP09-3) submitted to FERC an application for a certificate authorizing construction and operation of approximately eight miles of new small-diameter natural gas pipeline facilities that will originate at a connection with Columbia Gas Transmission Corp.'s existing 16-inch pipeline in Boggs Township, Clearfield County, Pennsylvania, and will terminate at the 265 million ethanol plant under construction by Bionol Clearfield, LLC in Clearfield County. The pipeline will provide transportation of up to 10,000 MMBtu/d on behalf of Bionol, the sole customer. Bionol entered into a negotiated rate contract with T.W. Phillips. T.W. Phillips also requested a blanket facilities certificate and a blanket transportation certificate pursuant to Part 157 and Part 284 of the Commission's regulations, respectively. A tariff submitted by T.W. Phillips included initial recourse rates for the project and certain waivers. T.W. Phillips requested a certificate by 2/19/09.
