Equitrans’ Proposed No-Notice Firm Transportation Service is “Unsupported, Unjust and Unreasonable,” According to Peoples Gas Protest

Equitrans, L.P. (RP14-479) has “totally failed” in its attempt to simplify its no-notice firm transportation (NOFT) service and recent proposed revisions “significantly degrade the priority of NOFT service and unduly limit its use,” said Peoples Natural Gas Co. LLC, Peoples TWP LLC, and Peoples Gas WV LLC5 (Peoples LDCs) in a Feb. 26 protest motion. Peoples LDCs alleg the changes also reduce the NOFT customers’ effective entitlement level, deny NOFT customers access to working gas, significantly reduce the value of NOFT service on the secondary market, and deny NOFT customers access to secondary delivery points on Equitrans’ system.
