Tallgrass Pony Express Pipeline Poses To FERC Underlying Terms for Northeast Colorado Lateral And Storage Plans, Including Cost Adjustments Linked to Shifts in Ownership of Facilities

Tallgrass Pony Express Pipeline (TPEP) (OR14-25) at the end of March filed a petition with FERC for a Declaratory Order approving the specified rate structures, rate authorizations, and terms and conditions of service, and for an expansion of TPEP’s pipeline system into northeast Colorado, called the Northeast Colorado Lateral, or NECL. The NECL Project will increase overall system transportation capacity by approximately 40%, from approximately 230,000 bpd to 320,000 bpd. The petition seeks approval of rate recovery in TPEP’s tariff of an acquisition premium for certain acquired assets. The project would be “a significant expansion” of TPEP’s pipeline system into oil producing areas of northeast Colorado. Construction of the NECL lateral pipeline would be coordinated with an expansion of mainline capacity. The NECL Project is planned to be in service during the first quarter of 2015. TPEP asked the Commission to act on the petition by no later than June 30.
