PHMSA Proposes Revamped Data Reporting Rules for the Pipeline and LNG Industry; Electronic Filing Would Reduce Reporting Burdens, Agency Says

In an effort to become a "more risk-based and data-driven organization," the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) wants to revise some of its data reporting rules and to require electronic data filing. In a Notice of Proposed Rulemaking (NOPR) issued 7/2/09, the PHMSA said it is seeking "general data and data management improvements" for operators of natural gas pipelines, hazardous liquid pipelines, and liquefied natural gas (LNG) facilities. Overall, the proposal aims to "remove obsolete provisions that would conflict with electronic submission of all reports," and then require the industry to report and file data electronically "whenever possible."
