Public Service Company of Colorado Asks FERC to Either Reject the Park and Loan Service Proposed by Wyoming Interstate Co. or Establish Special Reporting Requirements

On 12/24/13 the Public Service Company of Colorado (PSCo) submitted a protest and motion for leave to intervene in a proceeding, which involves a proposal by Wyoming Interstate Co. (WIC) (RP14-277) to establish a new park and loan service (PAL). PSCo stated it would have no objection to the implementation of a PAL service on WIC provided that information is made available to allow storage customers on CIG to determine that they are not being called upon to subsidize the service. The costs to WIC of providing this information would be negligible while the potential benefit of protecting PSCo’s customers from subsidizing WIC’s PAL service could be substantial.
