Richard Goss, who passed away peacefully after a long illness on 8 February 2017, was educated at Christ’s College, Finchley, London, on HMS Worcester, Greenhithe, Kent, and at King’s College Cambridge. He joined the merchant navy serving as cadet, third, second and chief officer from 1947 to 1955 and became a master mariner in 1956. After obtaining his bachelor’s degree he was employed in the head office of the New Zealand Shipping Company from 1958 to 1963 before joining the Civil Service as an economic consultant at the Ministry of Transport (1963–4). His career progressed through appointments as economic adviser (1964–7) and senior economic adviser (1967–74) dealing with shipping and civil aviation. During this period, he was the economic adviser to the Committee of Inquiry into Shipping (the Rochdale Committee), which reported in 1970. From 1974 to 1980 Richard was Under Secretary at the Department of Industry and Trade.
