This section discusses the fourth component of our model, which is using a series of improvement projects to achieve gains. We also review the operations management literature on scheduling. We review this body of literature in this section because improving the utilization of resources, such as operating rooms or physicians' appointment slots, often requires a multi-faceted approach involving scheduling policies, patient behavior, and operating procedures.
