USDA's controversial plan to implement user fees to pay for inspection of Canadian agricultural imports has been delayed until 2007, the agency has announced. The fees, originally scheduled to take effect Nov. 24, would require additional charges of $488 per vessel, $5.25 per truck crossing (or an annual fee of $105), $7.50 per railroad car per crossing, $70.25 per aircraft arrival and $5 per air passenger crossing the U.S.-Canada border (see FCN Sept. 11, Page 1). Under USDA's new plan, air passenger fees will go into effect starting Jan. 1, with the rest of the fees following in March.
