Some international institutions are helping China's vinyl sector in reducing its mercury emissions. In Nov 2015, the Philippines- based Asian Development Bank (ADB) offered a $100 M loan to Dezhou Shihua Chemical Plant, a Shandong-based subsidiary of ChemChina. The funding will be used by Dezhou in investigating the commercial feasibility of a mercury-free catalytic vinyl chloride process developed in the country, A part of the investment will be dedicated to energy-reduction alterations while the remaining will be for a barium chloride-catalyzed vinyl chloride technology developed by the company. British catalyst developer Johnson Matthey has started promoting a non-mercury catalyst in China and has constructed a facility in Shanghai to produce it.
