THE leaders of Europe's top farm groups issued a declaration to European Union heads of government June 18, on the eve of their quarterly summit, asking for a change of course in agriculture policy to help consumers and producers cope with new marketrealities. Earlier, the EU's main statistics agency, Eurostat, reported that food prices jumped 6.4% in May across the 15-country Euro zone from year-earlier levels. In the same period, transport costs soared 5.9%. These high-flying prices were to be featured on the agenda of the two-day EU summit that opened June 19.
