NOW comes the hard part. After months of preliminary work, EPA must now get down to implementing the Food Quality Protection Act (FQPA) — called one of the most complicated pieces of legislation ever passed, and made even more complicated by the fact that Congress didn't allow it any phase-in time. At a meeting in Washington, DC, in March, the Pesticide Program Dialogue Committee, charged with advising EPA on FQPA, updated its progress on implementation.
