There is a saying in the Golden State that water flows uphill to money - It may never have been truer than it is today. Water is in short supply, especially in Southern California and only partially due to the persistent drought over much of the Colorado River watershed and western US. It is the pressure to provide sufficient reliable water for more urban families in order to sustain the economic growth of several Western states that is driving the newest challenges to traditional water rights holders in California.
