The analytical solutions to the nonstationary equation of particle diffusion in the momentum space are analyzed taking into account catastrophic escapes in the case of a power dependence of the diffusion coefficient on particle momentums. The solutions are applicable to different types of statistical acceleration of relativistic and nonrelativistic particles. The cases of instantaneous and permanent sources of cold particles have been considered. The results of calculating the time variations in the fluxes and energy spectrum of electrons with energies of 0.5-6.0 MeV are presented for the case when the diffusion coefficient is independent of momentum. The time variations in the fluxes of electrons with energies > 2 MeV during the recovery phase of the magnetic storm of January 10, 1997, is interpreted.
