This paper discusses the question of whether or not the speed of light propagation in a transparent optical medium depends on the Earth's motion in space. On one hand stands the formula of the Fresnel, under which this speed varies and depends on the movement of the Earth in space. On the other hand stands Einstein's principle of relativity, according to which the speed of light in an optical medium is constant, and does not depend on whether the medium is stationary or moving. An experiment is proposed to determine who is right, Fresnel or Einstein.
