The facts:The applicant, currently detained in Herby Stare Prison (Poland), has been suffering from epilepsy since his early childhood. More recently he has been diagnosed with schizophrenia and other serious mental disorders. Prior to his detention, he had attempted to commit suicide and received in-patient treatment in a psychiatric hospital.
