摘要

The case of Threlfall v Hull Citv Council [2010] EWCA Civ 1147 concerns the provision of protective equipment by local authorities to workers handling litter and waste. Threlfall worked as a street scene operative for the Council and sustained a serious cut tohis left hand while clearing debris from the garden of a council property. He brought an action in the Hull County Court, alleging that his injury had been due to the negligence or breach of statutory duty of the Council in failing to provide him with suitable protective gloves. That claim failed, as did an appeal to Blake J. but Sedley LJ gave leave to appeal to the Court of Appeal saying that a difficult but important point arose in respect of the construction of the Personal Protective Equipment at Work Regulations 1992.
