As Nigerian President Muhammadu Buhari notched up his 100th day in office this week, he remains indisputably popular across most of the country for his anticorruption agenda and battle against Boko Haram. But initiatives on the downstream and crude oil theft are getting mixed reviews. While honest by the standards of Nigerian politics, Buhari is struggling to figure out where to draw the line against the predations of Nigeria's permanent elite of oligarchs and power brokers, including his own backers.
