Bill Andrew,President and CEO of Penn West Energy Trust and an executive of the Coalition of Canadian Energy Trusts,was the keynote speaker at the Gas Processors Association of Canada's first quarterly meeting,held in late March in Calgary.Mr.Andrew,seen here at left with GPAC President David Rimes,compared the federal Conservative government's Halloween '06 announcement to tax income trusts with the federal Liberals' National Energy Program of the early 1980s.
