Quality has been an elusive goal throughout the software industry. Despite large amounts spent on program design, development, testing, and maintenance, software has never reached the quality levels that are expected of computer hardware and many other manufactured products. Consequently, software defects are common and tolerated, sometimes regardless of the damage they may cause. This feature refutes the common assumption that there simply is no cost-effective way to increase quality.
