Water: the unique resource and its mismanagement: towards a territorialized and technical colonization. (La gestion de l'eau en France: gestion qualitative et quantitative de la ressource.)

Based on an example of the management of wide-spread groundwater pollution in northeastern France, this article analyses the effects of integrated water management on the basis of a systemic approach to the water "social cycle". The limits of the water management system that far exceeds "channel logic" and one that maintains this logic by reducing actions undertaken in favour of this resource solely in technical terms are discussed. The systematic use of this medium of integration for the various uses of water is all the more problematic, since it reinforces the closing of these channels and increasingly contributes to the colonization of the natural process which generates other environmental issues.
