In 1953, the Purtell family granted to the City by deed groundwater rights to the land in question along with an express easement over the retained surface estate to locate and drill water wells. In 2012 and 2013, the City announced plans to develop the groundwater resources purchased in 1953. Coyote Lake Ranch (CLR), the owner of the surface estate, files this action seeking injunctive relief to prevent the City from implementing portions of its plans because those plans would damage the surface estate.
