摘要

Recently a very serious accident occurred involving a scaffolder employed by a National Access & Scaffolding Confederation (NASC) member company whilst working on a Major Contractors Group (MCG) site. The scaffolder was working on the third lift of a four lift loading tower, which was fully boarded and double guardrailed. The scaffolder had been instructed to put in an up and over gate onto the tower, to enable the tower to be used for loading mortar and bricks for the bricklayers working on that level. As the scaffolder leant against the upper guardrail to receive part of the gate being passed up to him from below, the guardrail swung free and he fell over 6m to the ground causing him to break his ankle, knee, arm and pelvis. The bricklayers admitted they had removed the guardrails to allow a forklift to load out the third lift of the tower. The bricklayers stated that they did not put the upper guardrail back in properly because it was too tight. It also came to the attention of the NASC member company that the bricklayers had men trained to carry out adaptations on scaffolding mainly moving the hop-up brackets up and down.
