China's Green Fence isn't just causing problems for paper and plastic recycling, with the import crackdown now affecting some in the e-scrap industry. In February, China began an enforcement action related to environmental regulations passed in 2006 and 2010. Intended, in part, to send a message to Western processors that China would no longer tolerate those that ship waste into the country labeled as recyclable material, the crackdown, which will reportedly last through November, has resulted in containers piling up at Chinese ports, or in some cases, being shipped back to its point of origin at the expense of the original sender. The aggressive moisture and contamination-level targets for imported bales have primarily affected shipments of mixed paper bales and mixed plastic No. 3-7 bales.
