INTRODUCTORY NOTE TO THE FINANCIAL STABILITY BOARD CHARTER

The fact that international lawyers should be at all concerned with the Charter of the Financial Stability Board ("FSB") is in itself a testimony to just how far "soft law" - nonbinding, international accords between states - has come. By definition, international soft law standards do not create formal obligations. And indeed, the FSB's original charter and its new revision explicitly state: ' 'This Charter is not intended to create any legal rights or obligations." Nevertheless, both documents constitute an importing building block for future efforts at international coordination and policymaking.
