The 2004 entry into force of the Rotterdam Convention was the culmination of nearly two decades of dialogue between governments, intergovernmental agencies, and nongovernmental organizations (NGOs). Its fundamental objective is to facilitate information exchange regarding chemicals that have been strictly regulated or banned by at least two States, enabling governments in developed and developing countries alike to make informed decisions regarding safe use and trade.The Parties to the convention, which include 99 States and the European Community, have now met twice. The decisions that they have made thus far regarding chrysotile asbestos-or, more to the point, decisions they have not made-raise troubling questions about their ability to fully enact the text they have negotiated.
