Following the revelations exposed by the Francis Inquiry into the events at Mid Staffordshire NHS Foundation Trust, the Government has made a commitment to make positive changes to the culture of the NHS. As part of this commitment, the Secretary of State for Health. Jeremy Hunt MP, asked Camilla Cavendish to undertake an independent review of what steps can be taken to ensure that unregistered carers, such as healthcare assistants (HCAs), within the NHS and social care treat all patients and clients with respectful care and compassion. The Cavendish Review's terms of reference included recruitment, training, supervision, support and public confidence, but fell short of including statutory registration for HCAs, still a long-term goal of the Royal College of Nursing (RCN). Cavendish was given 14 weeks to undertake this review and diligently liaised with well-known organisations, such as the RCN and the Royal College of Midwives (RCM), and many well-known individual nursing figures such as the Chief Nursing Officer for England and the Dean of Health Sciences at the University of Southampton.
