Standards: Is it time to reexamine patent policy for standards?

THE CURRENT IEEE patent policy has been in place essentially unchanged for more than 20 years. With very few exceptions, this approach has worked successfully in IEEE standards development by protecting patent holders' rights while fostering standards that incorporate the best technology and are ready for worldwide promulgation. In spite of this successful record, recent changes in the patent landscape lead me to believe that it is time to reexamine these policies.
