Nunes Unveils Package Of Trade Bills To Promote Global 'Strategic Vision'

Rep. Devin Nunes (R-CA), a member of the Ways & Means Committee, last week introduced four bills whose collective purpose is to outline a new path forward for U.S. trade and foreign policy. Overall, the measures would authorize the president to conduct trade negotiations with the European Union; establish a new U.S.-Brazil commission to solve disputes; and alter the way in which the Generalized System of Preferences (GSP) operates. The congressman sees his proposed measures working in tandem with the ongoing Trans-Pacific Partnership (TPP) in order to re-establish America's global leadership and create a "new international alliance in which friendly nations voluntarily bind together through mutually beneficial free trade," as he put it in a Sept. 21 press release. Concerning U.S.-EU negotiations, Nunes' bill would authorize the president to seek to conduct negotiations with the EU "for the purposes of entering into a trade agreement." The president does not need such authorization, and Nunes clarified in a follow-up interview that the president would still need to seek fast-track authority in order to pass a potential U.S.-EU trade deal through Congress on an up-or-down vote.
