President Obama notified Congress on May 7 that he intends to graduate Russia from the now-expired Generalized System of Preferences (GSP) program because the country is sufficiently developed economically and therefore no longer needs its benefits. The decision, which will be reflected in a forthcoming presidential proclamation, removes one of three key obstacles to renewing GSP, which has been expired since July 31 last year.
