In the mid-1970s, research in the Department of Administrative Studies for Overseas Visiting Fellows, now the Institute of Development Policy and Management at Manchester University, examined a wide range of natural disaster events, both rapid (earthquake, cyclone etc) and slow (drought, famine, environmental degradation etc) onsets in developing countries in four continents. The events examined had taken place during approximately the last ten years, and in this time frame, it was assumed that thecountries affected were at comparable states of economic and administrative development. Until this time most of the academic research into disaster had examined scientific aspects of the natural phenomena, statistical and geographic records of their occurrence and social responses to the events in the USA. The research at Manchester focussed on the management aspects of the response and relief activities mounted by the governments of the affected countries and the role of the UN agencies and international non-government organisations in these activities.
