During the 20th century crash safety measures had effectively reduced occupants' death. However the effect of ABS, considered as promising crash avoidance technology, remained uncertain. In the 21st century the crash safety measures are facing the law of diminishing returns while the effectiveness of preventive measures is difficult to estimate because of the intervention of drivers with the wide variety in their behavior and response. In addition, global warming prevention has deprived safety measures of their options. To overcome these adverse situations, several approaches to enhancing safety are proposed from the viewpoints of human behavior study, accident investigation/analysis, driver management and administration.
