US refiner Valero is attributing recent declines in US refining margins to "dumping of winter grade gasoline and MTBE".It expects second-quarter margins to be "extremely strong".The company says the phase out of MTBE in the US will result in a loss of 145,000 b/d of gasoline,the equivalent of one large refinery.
