A growing global oil surplus has been depressing prices since the middle of last year. Every new month’s worth of data adds more weight to this diagnosis. But information on the fundamentals of the market always lags prices, allowing room for claims that the actions of speculators are behind price moves. It is a sad rerun of the fruitless and largely evidence-free debates from 2008.
