Capacity of the New Refinery Raised to 615,000 B/D,Helping to Push its Cost Up to US6.4 Billion

The Supreme Petroleum Council(SPC)has approved the allocation of KD 1.85 billion(US6.4 billion)for the construction of the country's fourth oil refinery.That is considerably more than the original cost estimate of US3.4 billion,due to the decision to raise the capacity of the plant to 615,000 b/d and to the increase in the prices of raw materials and equipment.In the prequalification notice issued for the contracts connected with the project,Kuwait National Petroleum Company(KNPC)points out that the refinery will comprise 15 processing units,plus buildings,utilities and offsites.The company plans to have all the work executed under a maximum of three lump-sum contracts covering the detailed engineering,procurement,installation and construction,which will be carried out on the basis of FEED(front-end engineering and design)documents provided by KNPC.Fluor Corporation is the project management consultant.
