Without a shadow of doubt we are entering one of the most financially difficult periods for public finances in living memory. The impact on public service delivery is likely to be highly significant, with some estimating real term cuts in settlements of between 6% and 15% over the next four years. However it is important that we don't listen to the Private Frazers of this world and then do a Corporal Jones by pressing the panic button too early. If public service delivery is to be transformed, it is important that this is done on a well thought through and measured basis. Much analysis has taken place on the impact of Compulsory Competitive Tendering (CCT) on local government services over the years, but few have actually considered the waste and bureaucracy it built into service delivery instead of achieving the intended outcome of major efficiency savings.
