The recession since the final quarter of last year has been both a curse and a blessing for Russia's western gateways. A curse because of the financial consequences of handling less cargo and a blessing because it has provided container terminal operators with more time to get their act together with respect to congestion. Up to the onset of the crisis, St Petersburg, Kaliningrad and Novorossiysk were drowning under the weight of years of double-digit cargo growth, as shown in the table, so had to resort to all sorts of traffic limitation measures to keep their heads above water.
