Growing opposition within the state of Washington where a proposed $150-190MM crude-by-rail terminal that would be operated by Tesoro Corp. and located in the city of Vancouver could lead to higher gasoline prices in the US state of California, where pump prices are already the highest in the country at an average of $4.09/gal. The proposed terminal, which is set to be operational by the middle of next year, would move 360K b/d of price-advantaged Bakken and Canadian oilsands crude to Washington state. From the terminal the crude would be loaded onto barges and tankers and shipped south to refineries in the state of California operated by Tesoro and others including Phillips 66 and Valero Energy Corp. The refiner says the crude feed from Bakken and Canada costs about 25 less than some foreign barrels currently being processed in the state, and this rail terminal could eventually meet 20 of crude demand within California and displace approximately 40 of its imports, helping to reduce feed costs for refiners and thus pump prices for consumers.
